Legit Online Casinos in the Philippines, Checked Against PAGCOR’s List

Every casino on this page is matched to PAGCOR’s published licence list, with the date we checked and a link to the source. If a site isn’t licensed, it doesn’t get listed — no matter what it pays.

How we check a casino

  1. Licence first. We match the operator to PAGCOR’s published list and record the date we checked.
  2. Read the fine print. Wagering rules, withdrawal limits and fees come from the operator’s own terms pages — not from their ads.
  3. Score, then re-check. Six weighted categories, and we re-review when terms or licences change.

How do you know a casino site is the real one?

Most “is it legit?” problems in the Philippines aren’t about the brand — they’re about the address. Real brands get copied on lookalike domains and fake apps, and a PAGCOR logo in a footer proves nothing. Two checks settle it: find the brand on PAGCOR’s official PAGCOR Guarantee page, then find the exact domain in PAGCOR’s published domain list. Our step-by-step licence check shows how, in about two minutes.

  • Apps: check the developer name in the app store against the operator in our review. Several big brands have no official Google Play app, so a “BingoPlus” or “Casino Plus” app from another developer is a fake.
  • Links in chats and groups: type the address yourself instead.
  • “Offshore licence” claims: offshore gaming (POGO) has been banned since December 31, 2024. A site selling that to Filipino players isn’t legal.

Is online gambling legal in the Philippines?

Playing on a PAGCOR-licensed platform is legal for adults 21 and over. PAGCOR licenses local online operators and the online brands of land-based casinos; it reported 48 licensed online operators in August 2026 and isn’t issuing new licences. Offshore operators are banned, and since August 2025 GCash and Maya no longer link to gambling sites inside their apps, so you pay through each casino’s own cashier. Congress is still debating stricter online gambling rules, so we update our reviews as the law changes.

Quick answers

Do you test these casinos with real money?
Not yet. Our reviews are desk research from PAGCOR’s records, the operators’ own terms and public player feedback, and each review says so.

Why isn’t a popular site on your list?
Either we haven’t reviewed it yet, or it isn’t on PAGCOR’s list. Check the brand yourself with our licence guide before you sign up.

Where can I get help if gambling is becoming a problem?
PAGCOR’s national helpline is (02) 8248 9568, 24/7. Our responsible gambling page also explains how to block yourself from licensed sites.
